Yes You have to extract the textures and tone files from the game's DeltaBuild files and build your own packages from them using a programs like s4pe. Have you installed any customization with the game, e.g. Skin tones are much more fiddly, and unable to be easily created with a program like S4S. this has been happening for me since the recent update on skin tones
